The incidence range of public and private educational services in vulnerability and social exclusion. The case of Valencia city. The role of education in the prevention of vulnerability and social exclusion is a topic that many authors have tried. However, it has not been so in the topic of the relationship between educational exclusion and the territory. In addition to educational quality, not least the existence of an offer for all school levels, easily accessible to the young who wish to improve their chances of social ascent and their employment prospects. The complementary approach between territorial and social innovators who gives results corroborates the existence of a relationship between social vulnerability of adolescents, the neighborhood, it is the territory, and the crime rates. This leads to a conclusion that supports the first hypothesis that the process of social intervention by the public policy must be made from the base, which means from the local environment.
